Plugging the Biggest Hole in Smart Grid Security: Insider Threat to Critical Assets

Encrypting meter data, deploying firewalls and creating security perimeters is not enough. As new technology gets added to the grid, a more insidious risk needs to be addressed -- insider threat. Security professionals have long advocated the monitoring of the trusted resources within the company -- people with access to control rooms, field supervisors with access to head-ends for meter networks, technicians with full access to generating assets and contractors with access to remote distribution substations and SCADA devices. Who is watching what they're doing? The damage from a disgruntled employee or an insider with malicious intent can far exceed the network intruder. In this session we discuss strategies for how utilities can address this problem for the smart gird, prevent insider threat, detect disgruntled employees and prevent sabotage and theft. We also discuss how to respond in real time using remedial action strategies, and next generation techniques for making incident management much more meaningful.
